About Barbara
Barbara Gutman is a veteran public policy expert in Massachusetts with more than two decades of experience in advancing legislation, moving initiative petitions to the ballot, and winning hard-fought local political campaigns.
From creating strategic partnerships, to navigating projects among local and state elected officials and building coalitions, Barbara provides nonprofits and political campaigns the results-oriented expertise needed to achieve their goals.

As a former senior policy advocate for the Jewish Alliance for Law & Social Action (JALSA) since 2010, Barbara helped develop strategies for passing progressive legislation to improve the lives of working families. In 2013, as part of her responsibilities she became a founding member of the Raise Up Massachusetts Coalition where she helped win Paid Family and Medical Leave, The Fair Share Amendment and $15 an hour minimum wage.
Most recently, Barbara spearheaded the growth and development of the Common Start Coalition, working to ensure access and affordability to early education and care for all MA families, and provide early childhood educators a living wage.
Additionally, Barbara has held leadership roles in campaigns to pass ballot questions in opposition to charter school expansion, approve Ranked Choice Voting, and promote Patient Safety in Hospitals. Barbara has been a MA resident since 1999, she has two grown daughters in their 20’s and currently resides in Brookline with her dog, Bergie.
